Can you afford to ignore the orders of the Hon’ble Supreme Court in making RPO compliance mandatory? Are you in compliance?

In a recent judgment by the Hon’ble Supreme Court, in the matter of RERC v/s Hindustan Zinc, it is now mandatory for all industrial and commercial consumers to abide by the RPOs as laid out in the National Tariff Policy.

In this regard, the IPPAI Regulatory & Policy Research Institute is organizing a five-day residential, training program on the renewable energy sector and the challenges in mainstreaming infirm power from April 13-17, 2016, in Belgaum, Belgundi, Karnataka.

The Government of India has mandated that 175-GW renewable energy capacity be set up by 2022.

The RE obligation imposed upon captive power plants and open consumers through impugned regulation cannot in any manner be said to be restrictive or violative of the fundamental rights conferred on the apppellants under Articles 14 and 19 (1) (g) of the Constitution of India. This in effect has made it mandatory for all industrial and commercial consumers to abide by the RPO (Renewable Purchase Obligation) as laid out in the National Tariff Policy.

The course would help participants examine latest developments and emerging issues such as:

  • Challenges in Scheduling infirm power/Renewable Energy – Inter State/ Intra State in 15-minute time blocks
  • Deviation settlement in situations where infirm power is scheduled in 15 min time block as firm power, in reference to the CERC order feb 2014 imposing heavy penalties on discoms for under, over drawls of power. E.g MSEDCL has 18000 MW system it is allowed a deviation of 150 mw under and over drawl and faces a penalty as high as Rs 16 per Kwh
  • Grid integration issues for renewable energy
  • RECs, EECs, markets, the PATNet portal of BEE
  • Proposed amendments to the Electricity Act 2003
  • Judicial rulings, regulatory orders/drafts issues in grid integration of infirm power/ renewable energy
  • Discussion on the possibility of exchanging EScerts with RECs with multiple options for holding by different entities and selling the same after a long tenure to monetize this part of the green initiative

The program, sponsored by Belgundi Education and Skills Pvt. Ltd, is supported by faculty from TERI, IEX, CERC, TSERC and MSERC, and experts from the industry.

The initiative will be led by IRPRI patron Prof. S.L. Rao, Former Chairman, CERC, and mentor Dr. Pramod Deo, Former Chairman, CERC. The faculty includes regulators, policy makers and legal experts in the field of energy such as

About IRPRI
